How can I increase my reading speed for the SAT and ACT?

My reading score on the ACT and critical reading score on the SAT suffer because of my reading speed. What are some ways I can improve my reading speed? Also, on these standard tests, what are your methods of answering? Do you read the questions first or read the passages first or etc.?
I end up having to blind guess about 10 questions on the ACT every time.

Speed Reading on SAT Critical Reading Section/Test Taking Techniques?

What are some test taking strategies or techniques I can use on the SAT, notably on the Critical Reading section? I’ve heard about speed reading, but if I speed read then I’ll most likely skip over the important information (which means I’ll have to reread some parts of the passage). Any other test taking techniques? I also tend to freak out about the time, and running out of time…pacing in general.
this is my last chance with the SAT. I’ve already gone through The Princeton review text book (11 practice tests and the one with methods and 3 practice tests) and the College Board one.
